AKIM MADE A REPORT FOR THE MINERS

On February 15, 2012 Akim of Ekibastuz town Aleksandr Verbnyak visited Bogatyr mine, where he met with the miners and made the report on the work done in 2011.

            In his report he gave the detailed analysis of the social and economic reforms, which took place in our town and region for the reporting period, he briefly spoke about the tasks, which would have to be resolved in 2012.

            Particularly, he noted that in 2011 the industrial enterprises of Ekibastuz produced the output to the amount of over 195 billion tenge, up by 126,5% against 2010. The enterprises of the coal mining and power generation branches of industry produced, accordingly, over 47 mm tons of coal (Vostochny mine not included) and generated over 19 billion kWh, what significantly exceeded the level achieved in 2010. The investments to the main capital made 73 billion tenge, including 37 billion by the projects of “The Industrial Development Maps”.

            By the Program of Forced Industrial and Innovative Development of Kazakhstan for 2010-2014, 32 were included to the amount of over 647 billion tenge, which should be implemented in Ekibastuz region. By the present time the works on 14 projects to the amount of over 31 billion tenge have been finished, including in 2011 – by 9 projects, the total amount of investments in them made over 13 billion tenge.

Akim counted the most significant projects for the region implemented by the Program of Forced Industrial and Innovative Development. Here are some of them. The plant for manufacturing freight cars of Kazakhstanskaya Car-Building Company. The enterprise was completely put in operations, but, despite that, still there were some outstanding issues, particularly, with deliveries of components. In 2012 the plant will have to manufacture 2,5 thousand cars. Bu the program of the year beginning was punctured because of lack of components. Aleksandr Fyodorovich noted with satisfaction that literally a few days ago the first portion of castings arrived, thanks to what over 50 cars were assembled and out on wheels.

In connection with the installation of electric filters of the new generation at Ekibastuz Power Plant #1 the ecological situation in the region has significantly improved. The following fact says about the importance of modernization of dust-extraction filters at the plant: the non-efficient work of the previous mechanisms was leading to the emission of a lot of ash into atmosphere. Due to that the village people in Sarykamys village alone lost over a half of the animal population.

The works started on construction of the third power unit at Ekibastuz Power Plant #2 and the upgrading of the plant management system, what is also the most important event of the past 2011. The introduction of the power unit will resolve the multiyear problems with the deficit of electricity in the country, will allow creating new jobs.

- The implementation of the innovative projects stipulates the strengthening of the regional economy, contributes to the resolution of pressing social issues, - Town Akim stated, - thanks to the expansion and appearance of new enterprises in 2011, over 1170 jobs were created. Within the frames of the measures on provision of employment of the population 2 025 people were employed, 570 former unemployed people were sent for professional training.

The special attention of the executive authority in the reporting year was directed to the resolution of residential problems, restoration of the old residential fund. A lot has been done in this sphere. Ekibastuz citizens themselves see it. In the town there are less and less abandoned houses, which look sleazy and gape with broken windows. Most of them have been already repaired and allocated to the people in the queue, who were in the lists for getting apartments. The other task, which is not less important, which the town administration was keeping under strict control, - it is the provision of the needy people with places in children preschool institutions. The positive results have also been achieved here. Several buildings of the former kindergartens, which had not been used by their direct destination, were returned to the municipal property. In connection with it, Akim stated that such an option of resolving the problem for the town was more profitable than construction of new children institutions. Akim gave the example that if over one billion tenge was required for the restoration of a new kindergarten, then the return of a former object by its purchase from a current owner costs four-five times cheaper.

Much has been done in such a direction as the increase of labor resources mobility. By this program in the town two multistoried houses for 110 apartments were built, the people from six settlements of the region, which were acknowledged as troubled, where there are no necessary education and health care institutions, where there are problems with portable water supply, will be resettled here.

In his report Akim paid the big attention to the problems of the rural area of Ekibastuz region. It is easy to understand, because the main part of food supplies comes to us namely from there. Speaking about the further development of the rural areas, Aleksandr Fyodorovich noted that the problems would be resolved by several ways.

One of them is micro-financing of agricultural producers. For contributing to development entrepreneurship in rural areas 11 rural projects were credited to the total amount of over 20 mm tenge. For example, in Solnechny residential settlement microcredits were allocated for opening a tire servicing shop, hairdressing saloon, greenhouse, shop for producing semi-finished products and others.

In 2011 in the agricultural sector three investment projects were implemented. The farm Ermek put the milling complex, in Kudaikol rural district the irrigated agriculture was organized, the start-up of the first phase of the greenery was carried out, which belongs to the agricultural company called Umyt. As of today over eight thousand tons of potato, 320 tons of other vegetable have been put in the greenery.

After the end of the report, which lasted for almost an hour, Town Akim answered the multiple questions of the miners, which related not only to their production activity, but also touched the problems of the utility and household sphere of Ekibastuz. Some of them were answered by Akim himself, the others – by his deputies, heads of independent departments. But there were such questions, which could not have been answered categorically, because some clarifications were required. That is why, Aleksandr Fyodorovich gave the assignment to his subordinates to prepare comprehensive questions to them and convey them to the miners in the nearest days.

Among the multiple questions to the town executive authority there was such a question: why do some town enterprises shamelessly pirate qualified personnel from other companies? This problem especially excites the management of the Mining and Transportation Equipment Maintenance Plant, where from in 2011 alone six highly qualified specialists moved to Prommashkomplekt, LLP manufacturing track switches. Deputy Director of the enterprise Azamat Kosherbayev underlined that this was a big loss for the plant, and currently there were no guarantees that other plant specialists would not move there either. Town Akim answered it was not in his competence to regulate personnel issues, but Victor Shchukin, General Director of Bogatyr Coal, LLP did not agree with him and even threatened that, eligibly, he had a right not to buy any track switches from that enterprise. He explained his words as follows: the company has no preferences from the state in part of training specialists of necessary professions, but grows and brings up them for its own funds, that is why, it has all the grounds to make such a decision. This way or another, but this question still had not found a definite answer.

Out of sorts also felt Chief Fishery Inspector of Ekibastuz region Aleksandr Leshchin under the critics of heavy fishers. The miners complained they were almost deprived of the opportunity to enjoy their hobby only because of the bureaucratic barriers for the purchase of licenses for fishing. One has no go to Pavlodar to get one. Why not in Ekibastuz? – the miners were in despair. But in the regional center they are not always met with open arms. It turned out to be that the issue of getting licenses is in the competence of the management of Zaisan-Irtish basin inspectorate, and Aleksandr Leshchin has no right to cancel the set up order. Neither Akim, nor the miners were satisfied with such an answer. Aleksandr Verbnyak suggested resolving the problem jointly with his deputy and Chief Fishery Inspector in the nearest future.

At the end of the meeting the list of the delegates from Bogatyr Coal, LLP for the summary reporting meeting of Akim with the town and region population was announced.
