            In 1997 the employees of Bogatyr Coal, LLP founded the Public Fund of Bogatyr Coal, LLP, and two year later – one more fund – Medical Fund “Khalyk Densaulygy”. Each fund has its own specifics, but their task is the same – to help miners in complicated life situations.

- Bogatyr Coal Public Fund was created during the non-simple time, - the Chairman of the Trade Union Committee of the company Aleksandr Shmeyer says. – During those years the payment for coal delivered was mainly made by barter, the miners received their salary with many months of delay and not always in cash. People had to survive somehow…

The real lifesaver in this situation for the miners became the public fund, on which the part of obligations was put on fulfillment of the collective agreement provisions connected with social privileges and guarantees. For these years the company transferred over 305 million tenge to the account of the fund. Over a half of this amount, that is 285 million tenge, was sent to the charity assistance.

The public fund pays the special attention to families with many children, single mothers, widows, disabled children, veterans-miners. For example, 73 disabled children were rendered the financial assistance for treatment. From 1997, 300 families with many children and single mothers received the opportunity to improve their financial standing from the funds of the public fund, which made 3,250 ths.KZT.

The Public Fund comes to the rescue to any employee of the company, when a complicated life situation arises, and a person urgently needs monetary funds. Every employee, according to the collective agreement, has a right to get an interest-free loan. To be frank, its size is fixed, but if a person needs a much larger amount, then the issue is considered at the fund council meeting. For account of a loan 3,706 people could resolve their everyday problems. The total amount allocated to them made 146,245 thousand tenge.

Most commonly the company employees with a small salary, or those, who found themselves in a no-win situation, address to the fund to take a loan, when it is necessary to resolve an arisen problem urgently. Recently Tatyana A., a cleaning woman of the car fleet of Bogatyr Coal, LLP, found herself among them. She needed an urgent surgery operation on a vertebral column. And the repair man from the Mining and Transportation Equipment Maintenance Plant Vladimir B. during a regular examination was given a diagnosis by the doctors: abdominal aneurysm. This sickness is very dangerous. The delay with a surgery operation can bring to death. Tatyana and Vladimir addressed to the Public Fund for help. The urgent surgery operations were made to them. Both of them feel themselves full-value people and thank the fund for the assistance rendered.

A loan is a good thing. But it has to be repaid. And what, if a situation is formed in such a way that it is complicated to repay money? In similar cases the Public Funds helps people for account of voluntary fees of the company employees. For 14 years the company employees transferred over 18 million tenge to the fund’s account and made over 8,450 payments out of this amount.

Victor and Irina Dulov, the employees of Bogatyr Coal, LLP, recollect the fund’s support in their complicated life situation with good words.

…Several years ago their son Igor – a fifth-form pupil at that time, came home after a walk limping slightly. Playing in the playground after the rain he slipped and fell down, having banged strongly on something metallic. In the evening the pain got stronger. The child was taken to the hospital. He urgently needed donated blood. Moreover, in large volume. The miners of the company were passing their blood for three days. But the boy did not feel better. And then Igor was urgently transported to the regional hospital. The doctors recommended the Dulovs to continue treatment in Elizarov’s clinics in the Russian city - Kurgan. There the superstars of orthopedics calmed the parents down: Igor has a chance to become healthy, but a complicated surgery operation was needed for it. To be frank, it was costly.       

When they came home, the Dulovs immediately addressed to the Public Fund of Bogatyr Coal, LLP. The executive director of the Fund Natalyia Engel and Chief Accountant Zinaida Vorfolomeyeva decided to prepare an address to the collectives of the structural subdivisions of the enterprise with the request to render financial support. The needed amount – over half a million tenge – was collected soon.

Igor had several surgery operations. The sickness retracted. Currently a twenty-year old young man is a student of a philology faculty of Pavlodar Teachers’ Training Institute, studies foreign languages, in addition to it he actively goes in for sports.

There are also 1,600 non-working pensioners-miners in the sphere of attention of the Public Fund. Quarterly it makes the off-set for heat power, hot water in the volume of one calculated parameter. Over 4,5 million tenge was allocated for treatment of the coal industry veterans for these years.

The feeling of mercy and compassion to weaker people was always inherent to the miners. Non depending on whether they are the coal industry employees or just their countrymen. The Public Fund does not leave their requests on help without a reply. For the days passed from the day of creation of the Public Fund the miners transferred over 4,2 million tenge of voluntary fees for these purposes.

The Public Medical Fund “Halyk Densaulygy” is called “the emergency aid” by the miners. The fund was created by the initiative of the management and the Trade Union of the company. The task was raised – to conduct the preventive measures and treatment of diseases for account of the fund’s money.

- But not only it became the incentive of the fund creation, - Marat Elubayev, Fund Executive Director says. – The high tempo of production processes, increased responsibility of each employee, presence of nervous and emotional tension and unfavorable environmental conditions in case of open-cast coal mining – all this is reflected on health of employees and can provoke various sicknesses. According to the official data, employees of open coal mines have a high risk of getting production-wise pathologies, first of all, respiratory and musculoskeletal system diseases. Any enterprise needs strong and healthy personnel able to resolve most complicated tasks.

For the resolution of issues of treatment and preventive measures for personnel’s health the fund annually concludes contracts with best medical treatment facilities of the town. At present the contractors for rendering medical services are almost all private medical clinics of Ekibastuz. The employees and their family members get medical assistance on all types of therapeutic and surgical profiles. Thanks to the fund the miners have an opportunity to get examined in medical institutions equipped with modern medical equipment. For example, in Terapiya, LLP, which is equipped with a digital photofluorographic unit with high resolution characteristics, computer tomograph and multi-channel rheoencephalograph. Khirurgicheskiy Tsentr, LLP also serves the miners. It is equipped with the endo-video surgical stand, which allows conducting surgical operations by an advanced low-traumatic surgery operation way on abdominal cavity organs, joints, and small pelvis organs. The company employees often address to Evraziya Medical Center, LLP to get assistance on X-ray imaging, laboratory, ultrasound examinations. This institution possesses medical equipment manufactured by such global manufacturers as General Electric (USA), Nihon Kohden (Japan), «Karl Storz» (Germany), etc.

The staff of the medical centers is completed with doctors of high and first categories, who regularly upgrade their qualification in local and foreign scientific centers. Annually hospital treatment is given to over 2,060 employees, including operative therapy. In the policlinic conditions over 4,500 company employees have their ambulant therapy. When sick people become healthy, it is the big merit of the qualified doctors.

The main financial assistance to the fund of given by Bogatyr Coal, LLP, the annual fees of which are over 30 million tenge. The other source is the company employees. Being the fund members, they make monthly fee payments in the amount of 1,000 tenge. Later on each of them, who need medical help or hospital treatment, can address to ask for assistance and get it in full volume. One can judge how profitable it is to be a fund member. Just a few days ago the employees of Bogatyr mine and Bogatyr Loading and Transportation Departmnet Aleksandr M. and Daulen S. signed out of the hospital. One of them – from Khirurgicheskiy Tsentr, LLP, the other – from Terapiya, LLP. There they had the full-value examinations and quality treatment. But at the same time they did not pay a tyin, if not to count those 12 thousand tenge, which they had paid to the fund during the year. But the cost of one room-night exceeds six thousand tenge. All the expenses were paid by the Public Fund.

            The new collective agreement accepted by Bogatyr Coal, LLP this year envisages the opportunity for all company employees to get quality medical services, some social privileges, guarantees and allowances, creates conditions for going in for sports and rest organization.

Bogatyr Coal and Khalyk Densaulygy public funds were created in Bogatyr Coal, LLP ones of the first not only in Pavlodar region, but also in Kazakhstan. Currently they confirm their main destination – to render assistance to those, who exceptionally needs it.
